Information Manager

Overview

This role sits within the Data Services Team in the Church of England, a team dedicated to information and data excellence. The main objective of this role is to support the central administration of the Church of England by providing an Information Governance and Management service to support the efficient life cycle management, governance and use of electronic and paper records and data of the National Church Institutions (NCIs). 

Post Introduction

As an information Manager you will be working closely within the Data Services Team and will be involved in various strands of work to assist with the provision of key records and information management services to the NCIs. The post holder will review the NCIs current approach to information and records management, and will support the implementation of a long-term strategy and framework for managing information within the NCIs and the wider church.

The role will include helping to develop and deliver policies, processes, standards and guidelines for information, data and records, ensuring effective management, accountability, compliance and assurance for all aspects, with accompanying training and materials, are reviewed, assessed and improved on an ongoing basis.

You will also be working closely with colleagues in Technology to evaluate information systems and mechanisms for achieving delivery, and help to develop and support appropriate information architecture.  The postholder will also work with the Library Operations team, NCI Records Officers and Archivists on the assessment, processing, preservation and retention of information in the Records Management collections and the Archive. They will also liaise closely with Information Governance to assess and mitigate risk and implement findings as needed.

Role Responsibility

The Role 

  • Proactively foster and support an organisational information and data management culture in the NCIs, ensuring that staff recognise data and information as an asset of strategic, operational and administrative value; and handle it in a manner that is transparent, accountable and well organised. 
  • Lead on the development, improvement and implementation of appropriate information architecture in electronic and hard copy information systems, monitoring and supporting the implementation and decommissioning of information systems, developing lifecycle management rules and processes, including but not limited to records management processes: acquisition, custodianship, distribution and disposition; and supporting business units to manage their information to meet best practice.
  • Promote the use of appropriate information management policies, guidance and processes through communication to all staff by developing and publishing articles, running campaigns, supporting projects and providing training.
  • Support the Information Governance Officer to ensure data protection and information governance compliance by managing Information Asset and Processing Activity Registers for all business units, monitoring and assessing risks arising from information and data management practice in the organisation, and supporting the implementation of ISO27001.
  • Provide an information and data management advice and guidance service to internal and external customers  including working with departments to understand business practices and provide a plan for addressing their information management issues.
  • Contribute to and support the development and maintenance of the Master Data Management Framework, including the models, rules, formats, validation, data stewarding, quality assurance and governance requirements relating to the definition, collection, exploitation and improvement of master data in the NCIs and wider church.
  • Partner with the business and the Technology team to develop and support integration, migration and data transformation, including the introduction of new information systems into the integration platform, to ensure adherence to the NCIs data principles and guidelines,
  • Oversee service providers for records management services, maintaining strong partnerships and ensuring performance expectations are met.
  • Any other duties that may reasonably be required from time to time.

The Ideal Candidate

The Requirements

Education:

  • A recognised qualification in records or information management, or comparable experience.

Skills/Aptitudes:

  • Capable of prioritising, working under pressure and meeting tight deadlines.
  • Good administrative and IT skills.
  • Organisational skills and strong attention to detail.

Knowledge/Experience:

  • Knowledge and experience in the use of SharePoint for records and information management.
  • Knowledge.
  • Experience creating and using data models and data definitions, and improving data quality and resolving data deficiencies.
  • Experience of using records management systems.
  • Strong understanding and experience of information and data management principles and concepts and implementing regulatory and industry best practice.
  • Experience working in archives and/or a records centre.
  • Experience in developing and writing policies, procedures and reports, and delivering guidance, advice and training.
  • Experience of working in a complex, customer focussed environment.

Circumstances:

  • Post is hybrid working from home, Church House Westminster and Lambeth Palace Library and will involve regular visits to client departments located at Westminster and Lambeth Palace Library, and on occasion to Lambeth Palace or other church institutions within the Church of England.
  • Working at height and using ladders in archive stores. An ability to lift and carry 10kg of weight  and use access equipment for shelving up to 3 meters from ground level will be required.
  • Lifting and transport of boxes around the building and stores.

Desirable

Skills/Aptitudes:

  • Active participant in networks of fellow professionals in information management.
  • Project management skills.

Knowledge/Experience:

  • Experience of using CALM RM.
  • Awareness of physical and digital archiving
  • Awareness of data protection legislation.
