Data Operations Manager
Overview

The Data Services Team aims to be a centre of excellence providing quality customer-focused data outputs and services. The Team brings together skills from a range of experts to deliver services from our People Systems, Data Analysis from research and Information Governance. The Data Operations function is the technical team driving and supporting technical changes to meet the vision of the Data Services.
Post Introduction
This role will focus the operational responsibility and leadership for the Data Operations team, this is comprised of technical teams who support various systems such as the People System (Oracle HCM & Payroll), National Clergy Register, Pathways, GIS and various data collection systems. Managing expectations and building trusted relationships will be a key driver for this individual.
The people and payroll systems are critical systems not just for the NCIs but for the Church of England. The role holder will need to be confident in owning these systems (Oracle). Although we do not specifically need Oracle experience, experience of technical management of similarly critical systems will be key as will the ability to coach a less experienced team.
Role Responsibility
The main responsibilities for this role are:
- Work with the Director of Data to have a clear technical and strategic roadmap for the core National systems particularly the People System.
- Act as the key owner of the People System (Oracle) once live, working closely with key stakeholders to ensure that it works well on a day-to-day basis, is well supported and there is a clear roadmap for future development. Ensure that all upgrades are implemented smoothly, with adequate testing, training, and communications.
- Manage key suppliers including Oracle and others
- Direct the teams to deliver the required data reporting, produce automated standard report packs, and work closely with the Project Function to support the shape and delivery of tools such as the Online Service Register and Church Development Tool.
Managing the various technical teams in the Data Operations Functions:
- People Systems Support
- Mapping
- Reporting Specialist (Oracle)
- Information Systems Manager (Research/Pastoral Database & Parish Returns System)
- Deputise and support the Director of Data Services
Driving change across systems to meet the vision of faster, automated reporting including:
- Capturing data well to reduce burden, that is well-aligned with the Digital Team.
- Developing tools to automate manual processes around research.
- Driving change to provide data quickly in new consistent, high-quality, informed analysis formats to those who need it in an understandable way.
- Developing and producing quality outputs from People Systems data using the Oracle Transactional Business Intelligence function.
- Owning the managed service contract for Oracle with critical oversight for regression testing alignment and preparation.
- Be the senior product owner for key systems and work closely with Diocesan CMS and Pathways Product Owners.
- Work closely with the technology team
- Managing the mapping functions, exploring, and moving to modern platforms.
- Managing service contracts with developers of CMS and Pathways.
- Work closely with the Information Governance Officer develop services & skills around data stewardship, MDM. Helping data flow around Data Services systems and wider NCI processes.
The Ideal Candidate
The ideal candidate should have:
- Strong stakeholder management particularly across complex organisations and with a wide range of stakeholders
- Leadership skills, in particular to lead teams through change programmes and to adopt new ways of working
- Ability to present information and research in a way that can be used by a wide variety of audiences. Strong data analysis skills combined with clear and simple presentational approach.
- Experience running support services for operational systems
Knowledge/Experience:
- •Experience of implementing quality reporting solutions, making our knowledge consistently available to decision makers, by bringing together and sharing the source data and the analysis and insights drawn from it.
- Knowledge of running operational teams and prioritisation methods
- Good understanding of technology enabled projects and programmes
- Experience managing teams through change
- Understanding of quantitative methods either from education or training

- Understanding of managing product teams
- Statistical training
- Understanding of up-to-date models for Research Methods

- Understanding of the Church of England structures
