Assistant Rural Asset Manager
Overview
The Church Commissioners for England is a statutory corporation that is a major financial institution managing over £8 billion of assets for the Church of England and an administrative body with regulatory and quasi-judicial duties. It has representatives of Church and State on its governing body and is answerable to Parliament and the General Synod of the Church of England. Financial returns are used to support the mission and ministry of the Church of England.
The Property Investment team is responsible for the Commissioners’ real estate investments which include rural, strategic land, commercial, residential, forestry, infrastructure and indirect property investments, with a portfolio worth over £2 billion.

Post Introduction
To actively support the Rural Team (and lead where agreed appropriate) with the management of the rural portfolio of 100,000 acres across 45 estates and valued at over £600 million.
Role Responsibility
The main responsibilities are:
- Supporting the Rural Asset Managers and Deputy Head of Real Estate (and leading where agreed appropriate) in the following areas:
Implementing Strategy
- Working with colleagues to assess initial viability of existing small development schemes and new investment opportunities.
- Lead on sales of residential property and on provide support on the sales of estates and land as required.
- Assessing opportunities and cost-effective initiatives, such as the investment in renewable energy and higher-value land uses as directed.
Estate Management
- Actively deliver asset management and the agreed strategy working with the team and external agents.
Promote best practice and responsible investment in all areas of management including:
- Rent reviews, lettings, succession claims and tenancy restructuring/surrenders
- Repairs and Capital expenditure
- Health and Safety management and statutory compliance
- Appraise work relating to the release of covenants, negotiation of overage provisions and disturbance and trespass of the severed minerals portfolio.
General
- Working with other colleagues including the Property Finance team, to analyse and monitor portfolio performance and estate budgets and accounts.
- Represent and be a good ambassador for the Commissioners.
- Promote a clear understanding both internally and externally of the Commissioners’ charitable objectives, polices and strategy.
Reporting
- Draft written reports to the Assets Committee Property Group for a variety of purposes including seeking approval to transactions and policy matters and providing progress updates relating to portfolio strategy and specific projects as required.
- To represent colleagues at Assets Committee Property Group and management meetings on rural and mineral issues, as required.
The Ideal Candidate
The ideal candidate must;
Essential
Capabilities in core areas of management practice outlined below:
- Experience in proactively implementing strategies to deliver returns.
- Proven track record in asset management. A clear understanding of the need to drive returns through higher value uses.
- A clear understanding of efficient estate management.
Education/Experience:
- RICS professional membership / relevant property qualification.
- Experience of managing business relationships.
- Experience of managing stakeholder relationships
Skills/Aptitudes:
- Clear and effective communicator with good report writing skills.
- Good IT skills (Microsoft office, etc), including the ability to carry out financial appraisals
- Ability to deliver results working to deadlines.
Personal Attributes:
- Friendly, enthusiastic and professional.
- Consultative and collaborative team player.
- Self-motivated with initiative and the necessary drive to deliver results.
Circumstance:
- Some tasks may occasionally involve working out of normal office hours to meet deadlines.
- This role requires the post holder to undertake property inspections which may include overnight visits and regular travel, sometimes with no public transport.
Desirable
- Understanding of planning and development matters.
